Beginning in March of 2020, in response to the start of the COVID-19 pandemic, the federal government incentivized states with supplemental funding to pause standard redeterminations of Medicaid eligibility among enrollees resulting in continuous coverage. Congress subsequently mandated that a phased elimination, or “unwinding,” of this continuous enrollment requirement begin as early as April 1, 2023, and be completed within one year. The procedures and timeline for Medicaid unwinding vary by state, and it is likely that not all populations will be equally affected by the consequences of unwinding.
This study seeks to provide real-time data linking unwinding-related policies, coverage patterns, and health outcomes among populations who are systemically marginalized to inform optimization of state policies related to Medicaid coverage. We leverage data from ADVANCE and OCHIN to provide insights from health care delivery settings that serve populations who experience health disparities.
